Tom Keller e5247cb6a7 fix: PackedPolicyTooLarge detection in STS tags
Closes #1898.

Due to a bundling, checking for `error instanceof
PackedPolicyTooLargeException` fails. Instead we need to explicitly
check for `error.name`.
